Crime in Del Monte Forest - Do's and Don't's from Don Eastman
There was a spike in 2010 residential burglaries, five
in October and four in November, with a return to
lower numbers in December,January and February. That
fact energized the DMFPO board to have a series of
high level communications with the Sheriff and others in
his office; with Mr. Perrochi and other senior managers
at the Pebble Beach Company; and with board
members and the General Manager at the Pebble
Beach Community Services District. We accomplished a
lot with those conferences,and in the process we learned that one role that DMFPO can perform is to
dispel many misperceptions about crime and crime prevention in the forest.

PGE Deploys Smart Meters
PGE is actively deploying smart meters and developing smart grids to automate the collecting of Electric and Gas usage and billing related information. This new system will replace analog meters which are read monthly by a mobile PGE employee. According to PGE, the smart meters implementation will be a benefit to consumers saving them money through real time adjustments to power consumption...

Celebrating a Year of Recycled Water at Del Monte Forest Golf Courses

The Wastewater Reclamation Project operated by Carmel Area Wastewater District (CAWD) and Pebble Beach Community Services District (PBCSD) are celebrating the fact that the project
has completed its first full water year using no potable water to irrigate the folf courses and recreational areas of the Del Monte Forest.

DMFPO: Articles on the Water Issue by Don Eastman
[January 2011 Update]
The California Public Utilities Commission (PUC) approved the proposals for construction of a
Regional Reverse Osmosis Water Treatment Facility at the County Landfill North of Marina. It
was a prolonged and arduous task for all. The PUC decision of December 2, 2010 was a major step in
the process. However, approvals are still needed from several other agencies including the California
Coastal Commission. It remains a controversial project. The problems most frequently mentioned
are dramatic increases in the cost of water; and the fact that the Regional Plant will only replace
the excess amounts pumped from the Carmel River (approximately 10,300 plus 2,900 acre feet
per year for Seaside Basin replenishment) with no surplus water for additional water hookups. The five
members of the PUC added their voices to officials who have previously said that while the plans for the
Regional Facility are imperfect, it is the only project on the horizon that promises to redress, without
draconian water rationing, the persistent problem of pumping too much water from the Carmel River.
Meantime, two private corporations, Calera and Desal America, doing business as Moss Landing
Water, announced in late 2010 that they are preparing a proposal to build a deep seawater
desalinization plant at Moss Landing capable of producing up to 10,000 acre feet per year. Projected
costs for the plant would be in the $40 to $60 million range.

Do You Need Help Handling An Emergency?
The PB Community Services District, the Fire Department, and the Carmel Chapter of the American Red Cross feel
that proper emergency preparation is the best way to enhance community safety. The PB Fire Dept has trained over 80 neighborhood volunteers to
be certified through the Department of Homeland Security (DHS) in the Community Emergency Response Team (CERT) program..

Marine Mammals Released in Pebble Beach
The Marine Mammal Center has been in operation since
1975 and it is the only facility that is federally authorized to
rescue and rehabilitate marine mammals along 600 miles of
Northern California coastline. In fact, due to the large area
it covers, the Center treats more marine mammals than any
other facility of its kind in the world. In addition to its
Sausalito headquarters, the Center maintains field operations
in Monterey, San Luis Obispo and Mendocino Counties, as well as an informational
kiosk and retail store near the sea lions at San Francisco's Pier 39. Nearly 50%
of all animals rescued by the Center come from Monterey and Santa Cruz Counties.

Wildland Fire - Now What?
The recent Basin Complex Fire in the Big Sur area gave us another vivid reminder of the
danger of excessive forest fuel loading. Meaningful response (short of abandonment) by
those living in the wildland-urban interface (WUI) is a matter of self-preservation, if not a
duty toward fellow citizens.
We have excellent fire departments in these areas, but reactive capability is not the
most effective protection from wildfire. Preventative measures are far more effective
and reduce sensitivity to real-time operational surprises from weather, humans, and manmade equipment.
Fire officials tell us there are three elements that contribute to preventative fire-safety in the WUI.

The Pebble Beach Fire Department is continuing its annual Residential Defensible Space inspection program. In addition to the engine companies
and fire prevention staff performing inspections, two retired fire captains have been brought back on board.
Year to date we have completed over 2,400 inspections of residences!
